高承元，字龙堤，是清代时期的政治人物，出生于四川铜梁区。

人物生平

他在康熙五十六年（1717年）的四川省乡试中解元，乾隆十年（1745年）五月，他被任命为湖南永顺府龙山县的知县。

廉洁为民，郡守董思恭赠诗：“治平谁第一，屈指首龙阳君”。
