秦观，重庆府铜梁区（今重庆市铜梁区）人，明正统元年（1436）进士，官至云南省左参政。

明正统元年（1436）进士。正统三年（1438），授户部主事。历任工部营缮司郎中。天顺三年（1459），升任云南布政司左参政。
